
Background
In the Statement on Knowledge and Skills for the Innovation Economy (PDF - 1,240 KB) (2002) the Minister for Education and Training announced that a Centre would be established to promote the professional standing of the whole Victorian TAFE Institute workforce.
Under the chairmanship of the Hon Robert Fordham, the Ministerial Advisory Committee on the TAFE Development Centre (PDF - 40 KB) was set up to advise on what kind of organisation such a Centre should be, what its functions and services should be, and how it should relate to TAFE Institutes and stakeholders.
The Committee commissioned research to inform the development of recommendations, and produced two papers outlining the issues on which it then conducted extensive consultation.
After consultation with TAFE Institutes and other organisations, the relevant unions and professional associations, and staff individuals and networks, the Committee recommended the establishment of a Centre with the primary function of raising the professional standing of the TAFE Institute workforce through a focus on ongoing development of all staff, high quality initial and ongoing teacher development, and the growth of leadership and management capability.
The Ministerial Advisory Committee produced two papers to support its consultations:
- A Centre for TAFE outlined nine key issues on which the Committee was seeking views in October 2003.

The Minister formed an Interim Committee (PDF - 159 KB) to oversee the process of establishment of the TAFE Development Centre as a public company. John Parish was appointed Interim CEO of the Centre.
The Centre was established and became fully operational in July 2005.
